The course introduces the doctrines and theories that serve as the foundations for the Philippine public law, including theories of representative government, the roles and relationships between the executive, legislative, and judicial branches of government, the rise of the administrative state, the requirements of the legislative and administrative process, the theories and methods of statutory interpretation, and judicial review of legislation and regulation.
